28 shades come in this super affordable palette from Jaclyn Hill. All the shades swatch beautifully and apply to the eyes so nicely! I was surprised there wasn't a matte white shade, or cream shade included in the palette for highlighting. All the lighter shades have shimmer in them so for a matte highlight you will have to go to another palette. These are just her favorites, so maybe she didn't have a favorite in a matte shade since she is known for a shimmery brow bone shade!
